Very weird. I thought at first it might have been a trick of the light against neck muscles/tendons or something, but no, it definitely looks like a scar of some kind, rather, the kind of depression that's left after a pretty serious scrape or surgery.

This is obviously going to require some serious research! Hours of looking at photos and footage. It's a tough assignment, I know.
